DMSO Concentration confusion

I am working my way through Amanda Vollmer's "Healing with DMSO" and was hoping someone might clarify some of the DMSO Concentrations Chart.
I have some of the 99.9 % pharmaceutical grade from Heiltropfen.
I assume with she says 90%, that means to dilute the 99.9% with 10% distilled water to achieve 90%.
But for the 70%, the chart says "Added to distilled water, this is a great percentage to use for pain and to help the DMSO penetrate deeper......"
In this case does one START with 70% and then add more distilled water? Or start with 99.9% and added 30% distilled water.
I know that Amandha is not going to answer here.. but if anyone could clarify this it would be helpful.
I have tried DMSO in the past for aches and pains and didn't dilute it due to my ignorance.
